FACILITY FAQ'S
Q: Why do you charge a reservation fee?
A: To cover our processing costs.
Q: When is the deposit due on a facility rental?
A: When the User Permit is filled out & signed.
Q: When do I pay the balance?
A: At the time of the User Permit or no less than 30 days prior to your event.
Q: I’ve shopped for facility rates and am penciled in on the calendar, so I have a reservation right?
A: No. Being penciled in is a courtesy. A reservation is only achieved by filling out a User Permit at the RCSD office and paying a deposit.
Q: Can I make a reservation over the phone?
A: No. RCSD requires that you fill out a User Permit and pay a deposit in person, within 24 hrs.afterbeing tentatively booked, otherwise the space may be rented to a paying user.
Q: When can I pick up the key?
A: No more than a few days before your scheduled event.
Q: How soon will I get my cleaning deposit back?
A: Your refund check will be mailed to you approximately 8-10 business days after your event OR later if you fail to return the key and/or gate opener promptly after your event.
Q: How do I set the alarm?
A: You’ll receive a complete set of alarm instructions when you pick upyour key.
Q: Do you charge a cancellation fee?
A: If you cancel your reservation, you will forfeit the $15.00 reservation fee.
Q: Do you loan projectors, microphones and/or speakers?
A: No. You’ll have to supply your own special equipment for your event.
Q: How far in advance can I rent a facility?
A: No more than six months in advance.
Q: Do you accept credit cards?
A: Currently only cash and checks are accepted.
Q: How far in advance can I book a tennis court?
A: Up to two weeks.
Q: Why can’t I book a tennis court under my first name only?
A: Because the RCSD needs to maintain complete and accurate databases.
Q: Can I book back to back tennis reservations?
A: Each 1 ½hrs of play will be scheduled under one name only.
Q: Why are nonresidents allowed to use Rossmoor Tennis Courts?
A: The courts are located in a public park, paid for in part bygeneral tax dollars.
Q: Why can’t I have helium balloons at my Rush Park Auditorium Event?
A: The high ceilings make it extremely difficult to retrieve escaped balloons.
Q: Why can’t I have a D.J. at Montecito Center?
A: Because the noise would disturb the surrounding neighborhood.
Q: Why do you have different fees for residents and non residents?
A: This is normal practice among most cities/recreation departments.
STREET SWEEPING FACTS

Rossmoor has 63 curb miles which are swept on the 1st and 3rd Monday’s of every month. When a street sweeping day is a holiday, the streets are swept on the following Monday.

The Rossmoor Community Services District (RCSD) contracts with R.F. Dickson for street sweeping services.

The County reimburses the RCSD for the cost of street sweeping.

A County resolution adopted by the Board of Supervisors establishes the hours of no parking (8:00a to 4:30p) everywhere in Rossmoor on street sweeping days.

The signage at major entrances to Rossmoor is deemed to be adequate and sufficient as a notice of street sweeping no parking days and hours by the County.

The County Sheriff is responsible for the enforcement of the no parking provision on street sweeping days.

Only utility, commercial and construction vehicles are exempt from being cited during street sweeping days.

Based on the no parking provision, a vehicle parked in Rossmoor may be cited even if the street has already been swept.

Rossmoor is divided into three street sweeping routes except during heavy leaf season in the Fall when four or five sweepers may be required.

The County Sheriff only deploys one parking enforcement officer even though the community may be served by three to five street sweeping routes.

Street sweeper routes are based on a fixed and continuous path beginning at the north end of Rossmoor and moving southward on a route designed to sweep every street mile in the community.

STREET SWEEPING FAQ'S

Q: Why are some cars which are parked in the path of the street sweeper not cited and some cars are cited after the street has been swept?

A: Since only one Parking Enforcement Officer is deployed during street sweeping days, the officer can only attempt to follow one sweeper during the day. Many communities utilize one or more officer per street sweeper, thus minimizing the number of missed cars or citing of vehicles after the street has been swept.
Q: Why is parking prohibited all day during street sweeping?
A: Rossmoor is somewhat unique in that the streets are laid out in a manner that would make sweeping alternate sides of the street infeasible without signage indicating days and hours of street sweeping. It has been estimated that it would take about 7000 signs located approximately in front of every three or four homes to make the change. Also a new contract would have to be negotiated for dedicated street sweepers on more than two days per month. This would increase costs for street sweeping, fabricating and installing signs and be considered by some to be sign blight throughout the community.
Q: Why is my street missed during some street sweeping days?
A: There are many reasons. a) operator error, b) parked cars, c) construction vehicles blocking access to cul-de-sacs, d) parents dropping off school children, e) utility/road work on streets causing an obstruction to the route.
Q: What does the RCSD do with the revenue from street sweeping citations?
A: The RCSD receives no revenue from street sweeping. All monies collected by this process are deposited in the County’s General Fund.

Q: Why is it that the street sweeper doesn’t pick up all of the leaves and debris in front of my home?

A: Street sweeping is intended to clean what naturally is present on the street. Too often, residents or their gardeners will blow all of the grass cuttings, leaves and small branches from pruning into the street. Vacuum street sweepers used in Rossmoor will clog when there is excess material or branches in the street. Residents should bag and dispose of in trash cans all materials from their yards. Also, over watering causes standing water which mixes with debris in the gutter. This can cause health issues such as the breeding of mosquitoes. Further, wet leaves substantially add to the weight and volume of materials which must be disposed of.
Q: What can a resident do when they have a street sweeping complaint?
A: Residents can call the RCSD office at 562-430-3707. District personnel will do every thing possible to resolve the matter. Very often, situations are beyond the control of the District. If it is an enforcement issue, staff will work with the Sheriff’s Department to see if the matter can be resolved. If it is a sweeping issue, the District will notify the street sweeping company and attempt to get a response to a resident’s complaint.
